Certainly the criminal, the unethical, the saboteur, and the terrorist can be a significant drain on the resources of an organization or society.  Likely in some cases they can cause failure.  I suspect the frequency of failures is rather small, but I do not know. 

Individuals with ill intent have 2 immediate effects in an organization.  They are a drain on resources to detect and prevent their negative actions.  There are often secondary negative effects because of the action taken to prevent their activities.  We can see an example of a secondary effect with electronic keying systems for cars.  These keys reduce theft, but increase the difficulty of getting into and using your car if you lose the key or lock it in the car.  We can see another example in the tremendous expense for homeland security following the destruction of the New York Trade Center on 9/11/01.  It is possible that some of it might otherwise have been spent on the levy systems in New Orleans.  It is very easy to think of many more examples.
