I suspect, although I
cannot prove, that it is easier to create an optimal achieving
organization than to change a moderately achieving organization into
optimal achievement. Therefore I started with a simulation of creating
an optimal achieving organization rather than changing an existing
organization. I have not yet created a simulation of the process of
changing an organization. I will confine my discussion here to
