Understanding wants is further complicated because in real world complex human systems there is rarely a single stakeholder who determines wants.  Even in the most extreme dictatorship there will be multiple want-stakeholders.  On the other extreme of a full democracy there will still be some whose wants will be given greater attention.  In the real world, no matter what is claimed, there will be some people whose wants will matter more than others.  Rarely will this be explicitly stated.
