The creation of an organization is not the same as the operation of the organization.  Each must have a clearly understood set of wants. 

It is easier to first ask, “What is it that you want the to-be-created-organization to achieve?” These are the wants that the organization will work to satisfy.  The far more difficult question is, “What do you want the organization creation process to achieve?” Think about this for a moment and make sure you clearly understand the difference.  It is more than, “I want the organization creation process to create the organization that will achieve the wants I want it to achieve.”
