Obviously we want people who can and will do the work of the organization and we generally want to remove people who have a negative impact on achievement.  In creating an organization we want to make certain that the means to accomplish this are also created.  My simulations show this is critical and my personal experience where I failed to do this in either the business or community environment confirms the importance. 

You will, of course, want to filter in and keep people who have the specific domain knowledge you require.  Regardless of the specific domain you should filter out the person who is seeking ego satisfaction from leadership.  These individuals will have a personal agenda that is not likely coincident with what you want of the organization.  They also tend to repel hard workers and those with strong domain knowledge.
