Behind every goal and every requirements list is a want that has value to someone.  Organizations do not have goals or wants.  When we call something an organizational goal, it is a linguistic short cut.  It really means that at least some of the people who in some way belong to or are somehow attached to the organization have through some unspecified process more or less reached some type of consensus about what they, acting in some type of organized fashion, will, at least tentatively, name as a goal.  (That's an example of why I call language fuzzy.)

If you don't understand from where the goals and requirements come, then when they change or someone acts contrary to the stated goals you will be wondering what happened.  If you do understand, you will come to anticipate how wants are likely to change.  I will discuss this at length when we get to Personal Optimal Achievement.  For the moment just accept that you are going to need to understand certain specific things about human nature.  We will get to that in the theory section when we talk about wants.
