At a fundamental level societies appear to evolve.  Therefore a theory of society must include the factors that drive this evolution, must match the observed rate, and a forecast of the future state of a society must take into account this evolutionary dynamics.  We will see that it is this characteristic of society that  will set a fundamental limit on the accuracy of a forecast.
