My intent is to develop a quantitative theory of complex human systems built on a reductionist framework of a society’s components.  This is to be done in such a manner that the behavior follows from the behavior of the components and that the theory makes quantitative predictions confirmable by measurement.  I fully recognize that some aspects of complex system appear to arise out of the interactions dynamics and are therefore not inherent in the individual components.  This is consistent with a reductionist approach.  I also recognize that many outcome forecasts can only be statistical and that some outcomes cannot be included in any forecast even in a statistical sense.  Even so this does not mean there is no ability to forecast a future condition.
